Provide technical support to the Financial Management and Debt Collection systems for the VA Debt Management Center contract. Develop and maintain Project, Requirements, and Configuration Management Plans as well as Risk Assessment, Quality Assurance, and Project Planning documents in accordance with CMM Level 3 and SAFe Agile standards. Provide regular updates to stakeholders. Communicate with external vendors to obtain application details for COTS products and implement cost effective methods for Rest API information exchange.

Estimate levels of effort required for proposed projects and provide recommendations for alternative software/methods as needed. Create Test Plans and Procedures for new and existing processes and communicate issues to stakeholders as appropriate. Provide direction to developers as necessary to resolve issues related to batch and online development and production processing. Maintain the website by deploying web archive (war) releases for content management (CMS) and project delivery release management.

Create configuration and risk management plans. Communicate with executives and developers with MS Teams and Skype to analyze, design, implement, and document project requests based on requirement specifications. Track project development using Jira, IBM Rational Toolset, and SharePoint. Utilize SSIS to integrate and customize data transformations.
